Lane County officials refute Lookout story, affirm CleanLane project benefits

Lane County officials have pushed back against a recent Lookout Eugene‑Springfield article that raised concerns about the CleanLane solid‑waste project. In a series of emails, a video statement and a public comment, County Administrator Steve Mokrohisky and Commissioner Laurie Trieger clarified what they say are factual inaccuracies and highlighted the project’s benefits for local families and the environment.

Key corrections from the county

In an email dated Oct. 17, public information officer Devon Ashbridge wrote on behalf of Administrator Mokrohisky, noting two major errors in the Lookout story:

  • There is no $300 million liability in the CleanLane contract. Mokrohisky negotiated a two‑year cap on liability to protect the county’s interests, and the cap is reflected in the signed agreement.
  • County staff were never instructed to withhold liability information from the five county commissioners. Throughout the project, the team has kept commissioners fully informed through multiple public and executive sessions.

The administrator’s video statement, posted on Vimeo, reiterated those points and added that no staff retaliation occurred before or after a confidential memo was leaked. He described the memo as “unethically leaked” and stressed that the county’s leadership has acted in good faith.

Commissioner Trieger backs the project

Commissioner Laurie Trieger responded to the Lookout piece by describing CleanLane as a “responsible, state‑of‑the‑art project” that will create dozens of family‑wage jobs, divert roughly 80,000 tons of recyclables and organic waste from the landfill, improve air quality, and extend the landfill’s lifespan for future generations.

Trieger blamed the controversy on “well‑funded corporate interests” seeking to block the project, specifically naming Waste Connections Inc. and its subsidiaries as opponents who have filed lawsuits and spent money to halt progress. She characterized the opposition’s tactics as an attempt to gain a monopoly over solid‑waste management, which would profit out‑of‑state shareholders at the expense of Lane County residents.

County’s stance on the leaked memo

According to Trieger, the memo cited by Lookout was authored by former county counsel Rob Bovett. All five commissioners read the memo in August, but the board voted unanimously to separate from Bovett after his brief tenure. The commissioners emphasized that the memo’s allegations were never substantiated, and they chose not to pursue an investigation.

Following Bovett’s departure, the board extended Mokrohisky’s contract for another year and a half, citing his “steady hand, insight, and support” as essential for onboarding the next administrator. No commissioner objected to the extension.

Why CleanLane matters to Lane County families

Both Mokrohisky and Trieger framed the project as a long‑term investment in the county’s public solid‑waste system, ensuring reliable service for generations. They argued that the project’s job creation and environmental benefits align with the values of traditional families who rely on safe, affordable waste management.

“Our community deserves better than a one‑sided narrative,” Mokrohisky said in his video. “CleanLane is a good project for the people of Lane County, and we will not let well‑funded opposition derail our efforts to invest in local systems.”

Next steps

The county plans to continue its public outreach, offering additional opportunities for residents to submit letters to the editor and ask questions. A forthcoming op‑ed from the administration is expected to further detail the project’s financial safeguards and environmental impact.

Lane County officials remain committed to transparency, public service and protecting the interests of their constituents as the CleanLane project moves forward.
