Nebraska Voters Decide on Measure 442 to Define School Sports Teams

On Election Day Nebraskans will not only choose candidates for office but also decide the fate of Ballot Measure 442, a proposed amendment to the state constitution that would set clear gender categories for school sports teams. The measure would require every school sport to be labeled as male, female or co‑ed and would restrict participation on female teams to female students.

Local Voter Perspectives

In conversations with roughly ten early voters, only two mentioned Measure 442 without prompting. The majority, eight voters, cited the cost of living as their primary concern. Those who did bring up the measure expressed sharply divided views.

One supporter emphasized concerns about transgender students competing on girls’ teams and using girls’ locker rooms. “The men in women’s sports is pretty big as well,” the voter said. “I’m uncomfortable with the thought of my granddaughter having males in her locker room when she’s changing.”

Conversely, another voter argued that transgender students should be allowed to compete. “Letting transgender students in sports, that was definitely on my mind,” they said. “I think that transgender students should be able to play in sport and not get classified as boys and girls and stuff like that.”

Debate Over Significance

When asked directly about the measure, opinions remained split. One voter dismissed the issue as a distraction, saying, “I think that’s not nearly as big an issue as they want to make it out to be.” Another pointed to biological differences, stating, “From a male perspective, I would say that biologically they’re stronger. I think that should be upheld from that perspective.”

Numbers From the Nebraska School Activities Association

The Nebraska School Activities Association (NSAA) provided data to contextualize the scale of the debate. Between 2018 and 2025, major sports averaged roughly 65,000 participants per year. During that same period, transgender students submitted only eight applications to the NSAA’s Gender Participation Committee across all sports.

The NSAA updated its participation policy after a 2025 state law and indicated it can make further changes when required. Those figures suggest that while the issue resonates strongly with some voters, the actual number of transgender student requests remains very low.

What’s at Stake

If Measure 442 passes, the new language would become part of the Nebraska Constitution, making it more difficult to alter in the future. Supporters argue the amendment protects fairness and safety for female athletes, while opponents contend it discriminates against transgender youth and could set a precedent for broader restrictions on individual liberty.

Both sides have framed the measure in terms of family values and constitutional rights. Proponents cite parental concerns about locker room privacy and the integrity of women’s sports. Critics warn that the amendment could infringe on the rights of transgender students and run counter to the state’s commitment to equal protection under the law.

What Voters Should Know

As Nebraskans head to the polls, they will encounter Measure 442 on their ballots alongside races for state and local offices. Voters are encouraged to review the full text of the amendment, consider the NSAA data, and reflect on how the proposed constitutional change aligns with their views on family, faith, and individual liberty.

The outcome will shape how Nebraska schools handle gender participation in athletics for years to come, influencing not only sports programs but also broader discussions about the role of government in defining gender categories.
