Missouri City Council weighs shelter closure or $215K remodel to fix animal shelter

Missouri City staff is confronting the deteriorating conditions at the city’s animal shelter and has offered residents two distinct courses of action. The options were laid out at the Oct. 19 City Council meeting, where Director of Neighborhood Services Jerrell Horace and Mayor Robin J. Elackatt emphasized the need for a lasting solution.

Funding and immediate needs

The city has earmarked $900,000 from the FY 2026‑27 budget to cover either option. Both proposals rely on partnerships with non‑city animal‑service organizations to maintain service continuity for residents while the shelter’s future is decided.

Option A – Close and outsource

Under Option A, the municipal shelter would be closed and all animals transferred to an outsourced facility. City staff would still respond to calls and transport animals, but jurisdiction over the animals would shift to the private operator after three days. Residents have voiced strong opposition, gathering more than 1,400 signatures on a petition that warns the loss of local control.

The city estimates a cost of roughly $1,300 per animal to move them to the outsourced shelter, though a precise figure for housing each animal in the current municipal shelter has not yet been calculated. Proponents note that closing the shelter would cut building‑maintenance and overhead expenses.

Option B – $215,000 remodel

Option B proposes a minimum $215,000 renovation of the existing shelter to address critical HVAC and flooring deficiencies. During a three‑to‑six‑month construction period, animals would be temporarily housed at an outsourced shelter.

The remodel would repair or partially replace the HVAC system, which currently produces inconsistent temperatures, poor ventilation, and a “musky odor with muggy air,” according to presentation slides. It would also seal the nearly 1.5‑inch cracks in the cement floor with epoxy resin.

Council member Floyd Emery raised concerns that the plan does not resolve a deeper drainage problem, describing the epoxy fix as merely a “band‑aid.”

Looking ahead

City staff plans a community‑engagement session in November to inform residents about the potential transition and gather feedback. Once council members select an option, the transition phase is slated to begin in early spring 2027.

Mayor Elackatt underscored the importance of a long‑term approach, suggesting that a future bond could fund a permanent new shelter if the remodel or outsourcing proves insufficient.

Community response

The petition against outsourcing reflects a broader desire among Missouri City families to retain local oversight of animal‑care services. Many residents view the shelter as a vital community resource and are wary of relinquishing control to an external entity.

Both options aim to address the immediate health and safety concerns while positioning the city for a sustainable solution that aligns with fiscal responsibility and community values.
