Frisco City Council Sets 2027 Legislative Priorities Ahead of Texas Session

Frisco City Council met on Oct. 20 to present a comprehensive set of legislative priorities for the 2027 calendar year. The agenda is designed to guide the city’s interaction with the Texas Legislature during the 90th session that begins in January, ensuring that Frisco’s growth, safety and financial health remain protected.

Key Themes and Goals

The council identified four guiding themes: fiscal and financial strength, public safety, environmental responsibility, and responsible development. The highest priority, according to city documents, is preserving the city’s ability to govern effectively for residents, businesses and visitors.

Fiscal and Financial Strength

Council members emphasized the need to oppose any state‑level revenue caps that could limit Frisco’s budgeting flexibility. By maintaining a robust tax base, the city aims to continue funding essential services without compromising long‑term stability.

Public Safety and Infrastructure

Public safety remains a cornerstone of the plan. The council will work with state officials to secure funding for critical projects, including the remediation of the former Exide battery site, which poses environmental and health concerns for nearby neighborhoods.

Education and Workforce Development

Partnering with the University of North Texas (UNT), Frisco seeks state support to expand the university’s Frisco campus. The expansion is expected to create new educational opportunities and bolster the local workforce, aligning with the city’s growth strategy.

Development and Housing

One of the most contentious items on the agenda involves Texas Senate Bill 840, which currently limits certain cities’ authority to regulate multifamily and mixed‑use residential projects in commercial zones. Interim Director of Public Works Rustin Stewart explained, “Effectively, this bill would allow apartments at any kind of development, be it industrial or commercial. Our intent is to work with the bill’s author and the Senate committee on local government to amend the legislation so it better serves Frisco and other municipalities.”

Legislative Timeline

Bill pre‑filing for the session begins on Nov. 9, giving Frisco officials a window to introduce proposals 64 days before the legislature convenes. All bills must be filed by March 12, 2027, and the regular session is slated to adjourn on May 31, 2027, ahead of the governor’s June 20 veto deadline.

Next Steps

City staff will coordinate closely with Frisco’s state delegation, keeping the legislative committee and council informed of any developments that could impact the community. The council’s proactive approach reflects a commitment to safeguarding the city’s interests while contributing constructively to statewide policy discussions.

By laying out these priorities early, Frisco hopes to influence legislation that supports its economic vitality, protects its residents, and preserves the quality of life that makes the city a desirable place to live and work.
