El Paso’s Westside Has a Taco Institution Few Talk About

What does a place have to do to earn sixty-plus years in the same city without becoming a tourist fixture or a nostalgia act? Leo’s Mexican Food on Montana Avenue has been answering that question quietly since 1968, serving the kind of El Paso–style Mexican food that doesn’t need a backstory attached to every plate.

The original location sits on the west side stretch of Montana, a wide commercial corridor that has cycled through chain restaurants and strip malls while Leo’s has stayed more or less unchanged. The dining room is modest — booths, formica, a few decorative touches that read as genuinely accumulated rather than styled. The lunch crowd skews heavily local: construction crews, county workers, families who’ve been coming since the original owner Leo Duran was behind the counter himself. That loyalty isn’t accidental.

The enchiladas are the thing to start with. Leo’s uses a red chile sauce that’s clearly made from dried pods — earthy, slightly smoky, not thick or gloppy — and it covers the cheese enchiladas evenly without drowning them. The corn tortillas hold up. The beans on the side are refried the old way, properly larded, dark at the edges where they’ve sat against the skillet. A plate of three enchiladas with rice and beans runs around nine or ten dollars, which still feels reasonable by any local standard.

The breakfast menu draws its own devoted crowd, especially on weekends. Chorizo and egg burritos, machaca, huevos rancheros — nothing inventive, everything competent and consistent. The breakfast burritos are wrapped tight in flour tortillas that are clearly made in-house, soft and slightly chewy with that faint char from the comal. That detail matters more than it sounds.

Leo’s has a few locations around the city now — Zaragoza Road on the east side, another on Yarbrough — but the Montana location carries the most history, and the regulars there seem to know it. Tables turn over efficiently without staff rushing anyone. The service is direct and unhurried in the way that comes from doing the same job well for a long time.

It’s worth noting what Leo’s doesn’t do: there’s no craft cocktail program, no weekend brunch menu with smoked salmon tostadas, no Instagram-friendly plating. The salsa comes out in a plain squeeze bottle. The chips are thin and salty. None of this is a complaint — it’s the point. Leo’s operates on the assumption that the food itself is the reason to show up, and it’s right.

Parking is easy off Montana. The restaurant opens early for breakfast and stays busy through the lunch hour; mid-afternoon is the quietest window if someone wants a table without waiting. Cash and cards both work. Prices across the menu stay reasonable — most plates fall between eight and fourteen dollars, and the portions are honest.

El Paso has no shortage of Mexican food institutions that trade on age and reputation without fully delivering. Leo’s is not one of those. After more than half a century, the food still justifies the trip.
