Bridge Moms push for permanent N.C. 12 road solution as emergency ferry strains Hatteras Island

Hatteras Island families are once again facing long waits on the emergency ferry that shuttles residents between Stumpy Point and Rodanthe. The North Carolina Department of Transportation (NCDOT) says it hopes to reopen the one‑lane paved detour of N.C. 12 between the Marc Basnight Bridge and Rodanthe by Friday noon, but local advocates say a temporary fix is not enough.

Bridge Moms demand lasting infrastructure

“We want a safe and guaranteed roadway for our families and our communities on and off this island. There are too many people here to survive by ferry; we need a road,” said Natalie Kavanagh, a founding member of the volunteer group known as the Bridge Moms.

The Bridge Moms formed more than a decade ago when Kavanagh voiced concerns at an NCDOT public meeting about the aging Bonner Bridge over Oregon Inlet. At the time, she was caring for a toddler and described the bridge’s deteriorating safety ratings as “scary.” Fellow mothers in the audience shared her worries, and the group was born.

In 2019 the new Marc Basnight Bridge opened, and Kavanagh spoke at the ribbon‑cutting alongside fellow Bridge Mom Beth Midgett, reminding legislators that the bridges are built for families like theirs. Since then, the group has remained active, monitoring the condition of N.C. 12 and advocating for reliable access.

Recent damage spurs renewed effort

Over the past month, the stretch of N.C. 12 near the Pea Island Visitor Center has suffered two incidents of more than 1,000 feet of roadway damage, cutting off vehicle access. While NCDOT works to restore the detour, Kavanagh says the next step should be moving the road slightly westward to buy time, and ultimately constructing a bridge on pilings through the wildlife refuge to permanently solve the problem.

“The long‑term solution is obviously a bridge on pilings through the refuge, which would actually help heal the problems we’re having,” Kavanagh explained. She noted that NCDOT has entered early discussions about relocating the road in that area, and the Bridge Moms want a seat at the table.

Bridge Moms seek a voice in planning

“My big ask would be to have all of these players at the table: state, federal, NCDOT, our local leaders of Dare County, and I would love to have a seat there as well to talk about what to do and see what their stages of reaction are,” Kavanagh said.

As of Monday, the emergency ferry has moved 1,881 vehicles and 3,117 people on and off Hatteras Island, according to NCDOT. The island remains under a state of emergency, and visitor access is still restricted. Residents can find current travel restrictions on the Dare County re‑entry website.

Why the issue matters to families

For the island’s roughly 5,000 permanent residents, the ferry is a daily reality for commuting to work, school, medical appointments, and grocery shopping. Delays can mean missed appointments and lost income, especially for families with young children. A reliable road would restore the sense of normalcy that many islanders have been missing since the bridge failures began.

The Bridge Moms’ advocacy reflects a broader community desire for infrastructure that supports families, respects the local environment, and upholds the constitutional right to safe, reliable transportation. Their push aligns with the values of traditional families and individual liberty that the HyperLocal Loop champions.

Next steps

NCDOT officials have not yet set a timeline for a permanent bridge or road relocation, but they have acknowledged the urgency of the situation. The agency plans to continue its emergency ferry service while evaluating engineering options for the vulnerable stretch of N.C. 12.

Local leaders and residents are encouraged to stay informed through Dare County’s official channels and to participate in upcoming public meetings where the future of the island’s transportation infrastructure will be discussed.
