UIL proposes 35‑second shot clock and playoff home‑field changes for Texas high schools

Parents of high‑school athletes in Lubbock and across the South Plains should be aware of several pending changes that the University Interscholastic League (UIL) Legislative Council recently approved. While the proposals still require state approval, they could reshape the way Texas high‑school sports are played and organized beginning in the next few years.

Shot clock for varsity basketball

The UIL is considering a 35‑second shot clock for varsity basketball games. The rule would first apply to larger schools no earlier than the 2028‑29 school year, giving smaller schools additional time before they must adopt the new timing. The intent, according to UIL officials, is to speed up play and reduce the ability to “hold the ball hostage” for extended periods, creating a more dynamic and engaging experience for players and fans alike.

Playoff home‑field advantage

Another proposal would allow teams that finish higher in their district to earn home‑field advantage in the first round of postseason play, starting with the 2027‑28 season. This change aims to reward regular‑season performance and reduce travel burdens for top‑finishing schools, while still preserving the excitement of playoff competition.

Girls flag football pilot

Perhaps the most exciting development for many families is the potential addition of a girls flag football pilot program. If approved, the UIL could launch the pilot as early as the 2028‑29 school year, offering a new athletic opportunity for female students and expanding the range of sports available in Texas high schools.

Impact on small schools

While larger districts may have the resources to adapt quickly, smaller schools worry about the financial and logistical implications. New equipment for a faster‑paced basketball game, additional coaching responsibilities, and longer travel for playoff games could strain already tight budgets. UIL representatives acknowledge these concerns and suggest that implementation timelines will be flexible to give smaller districts time to adjust.

Next steps

All three proposals must still receive approval from the Texas State Legislature before they become official policy. Until then, nothing will change overnight, but the discussion is already prompting school administrators, coaches, and parents to plan for possible adjustments.

What parents can do

Families interested in the upcoming changes should stay in touch with their school districts and attend any informational meetings the UIL or local school boards may hold. Engaging with coaches and athletic directors can also provide insight into how each school plans to handle new equipment needs or scheduling adjustments.
