LADWP Board to Review Relief Options as Mayor Bass Pushes Audit of Sky‑High Bills

Los Angeles residents who have seen water and electricity bills surge to double‑digit amounts will have a chance to voice concerns at the Los Angeles Department of Water and Power (LADWP) Board of Commissioners meeting on Tuesday at 10 a.m. The agenda includes discussion of relief measures after Mayor Karen Bass called for an independent audit of the utility’s rate structure.

Customers describe shocking bill spikes

Krista Parry, a longtime LADWP customer, said her latest combined water and power bill topped $1,400—more than twice what she paid previously. “My stomach dropped,” Parry told NBC Los Angeles, adding that the unexpected charge strained her household budget. LADWP placed her on a payment plan, which she called “better than nothing” but still insufficient for the $1,400 balance.

Another resident, Micah Reed, received a $3,300 bill and launched a Change.org petition titled “Cap the Heat Tax.” Reed plans to attend the board meeting to demand an independent audit and changes to how customers are charged during the hottest months.

Mayor Bass demands immediate action

Mayor Bass issued a statement urging the commissioners to “deliver immediate and comprehensive relief on energy bills for ratepayers facing sharply higher charges.” She highlighted recent steps allowing customers to pay only what they can afford and halting shutoffs through the end of the year. Bass also announced a plan to provide every residential customer with more detailed usage information and to expand outreach for assistance programs such as Lifeline, EZ‑Save, and Level Pay.

In addition to the audit, Bass wants the board to increase LADWP’s energy‑efficiency rebate program by 25%, a move she says will help families lower future bills.

Critics question the audit’s impact

While the mayor’s proposal marks a shift toward greater transparency, critics argue an audit alone may not lower bills. Reed said, “An audit doesn’t necessarily lower anybody’s bill,” but expressed hope that the board will vote in favor of the measure and pursue concrete rate relief for summer tiers.

Los Angeles City Councilwoman Nithya Raman, a mayoral challenger, also called for an independent audit of LADWP’s rate structure. Her campaign spokeswoman, Liz Garcia, accused Bass of acting only after political pressure, noting that Bass has had four years to scrutinize LADWP costs. Garcia cited City Controller Kenneth Mejia’s call for regular staff audits, asking, “Why has the mayor refused to fund independent oversight that Angelenos already elected the controller to provide?”

Board agenda includes infrastructure and conservation topics

The Tuesday meeting will also feature a presentation on El Niño preparedness, updates on hydroelectric system modernization, and votes on energy‑efficiency and water‑conservation programs. The full agenda is available online, and the meeting will be streamed for public viewing.

As the city grapples with soaring utility costs, the LADWP board’s decisions this week could set the tone for how Los Angeles addresses affordability while maintaining reliable service. Residents are encouraged to submit public comments during the meeting to ensure their voices are heard.
