Fayetteville Council Reviews $291.9 Million 2027 Budget with Targeted Increases and Contingency Planning

Fayetteville officials met on Monday to examine a proposed fiscal plan for 2027 that would raise the city’s overall budget to $291.9 million – an increase of about $18 million over the 2026 adopted budget. The additional funds are directed toward critical areas such as personnel, capital improvements, fuel, water services and public transportation, reflecting the city’s commitment to maintaining core services for families and businesses.

Personnel and Capital Investments

The budget proposes $5.1 million more in personnel costs across all city funds, supporting the creation of 15 new full‑time positions, including six police officers and six roles in the water and sewer fund. City budget staff emphasized that personnel expenses are the primary driver of the increase, noting the addition of two staff members mid‑year in 2026.

Capital spending would rise by nearly $8.8 million, funding projects that improve infrastructure and enhance quality of life for residents. The water and sewer fund alone is slated for a $4.7 million boost, driven by higher water purchase costs, additional staffing needs and necessary infrastructure work.

Transportation, Fuel and Operational Adjustments

Public transportation funding is set to grow by 25% to address higher fuel and operating costs, expanded on‑demand transit services, and more frequent stops along College Avenue. Fuel expenses are projected to increase by about $1.7 million in 2027 after a significant rise in 2026.

To offset these higher costs, the General Fund would see a modest rise of $278 000, while the city plans to reduce motor‑pool charges by roughly $1.6 million and trim travel and training expenses by nearly $292 000. Additional savings are identified in insurance, election expenses, professional and contract services, and certain community‑partner funding.

Library Funding Clarified

Mayor Molly Rawn addressed concerns about a reported 15% cut to the Fayetteville Public Library. The city clarified that the 15% figure stemmed from a contingency exercise, not an across‑the‑board reduction. Each department was asked to outline potential cuts should the city face a severe financial emergency, such as another pandemic.

“It is not our intent to cut everybody’s budget by 15%,” Rawn said. “But that was an important exercise so that if, God forbid, we faced a crisis, we would have a plan in place as a backup.”

The library’s actual operating budget reduction is 2.8%, or about $272 000, a change that staff say will not affect operating hours or programming. The city still proposes nearly $1.5 million in operating funding and roughly $500 000 for capital support, ensuring the library remains a vibrant community resource.

Community Partner Funding

Funding for Community Access Television and the Arkansas Air and Military Museum will also see a 15% reduction, aligning with the broader contingency approach. The city is revising how community‑partner funding is presented, moving agencies from a generic “Outside Agencies” line to the specific city departments that manage those relationships.

Next Steps

The proposed budget will return to the Fayetteville City Council for a public agenda session on November 10, with a final vote scheduled for November 17. Residents are encouraged to review the details and provide input as the council works to balance fiscal responsibility with the needs of a growing community.
