Alaska lawmakers’ travel perks and municipal investment pool demand greater oversight

Alaskans deserve full transparency when outside groups pay for their elected officials’ travel or manage public funds. New 2025 disclosure records reveal that 13 state legislators received travel benefits from the National Conference of State Legislatures (NCSL) totaling $63,945.52. The list includes Representative Donna Mears ($12,458.89), Senator Scott Kawasaki ($11,700), Representative Bryce Edgmon ($7,425.75), Senator Elvi Gray‑Jackson ($7,800), Senator Gary Stevens ($6,297.79) and Representative Dan Saddler ($5,324.25). These entries are reported as travel gifts, not campaign contributions, and may cover some or all expenses.

Travel benefits under scrutiny

Representative Edgmon’s trips included $3,327 for a visit to Ireland and $4,098.75 for Normandy, France. Senator Stevens received $4,380.79 for a trip to Athens, Greece, within his total benefit amount. Although Stevens is not seeking reelection, the disclosure shows a benefit received while serving the public, underscoring the need for clear justification.

Alaska Senate chief of staff Aurora Hauke disclosed $9,350 in NCSL travel benefits for a New Zealand trip and $1,815 for a visit to Salt Lake City. She also serves on the NCSL Foundation for State Legislatures board, which lists corporate, union and nonprofit sponsors, including Amazon, Apple, Pfizer and Meta. While the foundation’s $3.4 million budget supports leadership development and international exchanges, the relationship does not prove any sponsor bought an Alaska vote, but it does merit public scrutiny.

Municipal investment pool – AMLIP

The Alaska Municipal League Investment Pool (AMLIP) reported combined participant balances of $934,130,256 as of June 30, 2026, split between Series I ($814,068,455) and Series II ($120,061,801). Its July newsletter listed 93 members, including the Kenai Peninsula Borough, Kenai, Homer, Seward and Soldotna, representing the funds entrusted by local governments.

AMLIP’s FY2025 audited report shows $886,429,635 in net assets. The pool paid $1,872,130 in administrative, custody and investment‑management fees to AML, Alaska Permanent Capital Management, and KeyBank. These fees illustrate a financial relationship between public investment services and AML’s revenue, but they do not indicate misuse.

Bond requirements and accountability

Section 13.2 of AMLIP’s Common Investment Agreement states that directors are not required to post a bond. However, Alaska’s municipal statutes (AS 29.20.390(b), AS 29.20.380(b), AS 29.20.610) do require bonds for treasurers, clerk‑treasurers and other designated officials, with amounts set by governing bodies. The agreement’s language does not eliminate those statutory duties.

APRA, the Alaska Public Risk Alliance, offers liability and crime coverage for public officials and promises fidelity protection for its own officers through a bond or comparable instrument. Yet the existence of such a bond for participating municipal officials remains unverified.

What Alaskans should demand

Transparency begins with disclosure, but the next step is a thorough review of agendas, funding arrangements, meeting minutes and any legislative outcomes tied to these benefits. Citizens should ask candidates how they preserve independent judgment when participating in sponsored travel or investment pools, and what safeguards are in place to protect public money.

Before the upcoming fall election, candidates should publicly detail any outside‑funded trips they have taken, the sponsors involved, and the tangible benefits to Alaskans. Clear, accessible documentation of bonds, coverage contracts and fee agreements will help ensure that entrusted funds are protected and that officials remain accountable to the people they serve.
