Central Texas school districts propose multi‑hundred‑million bond packages, raising property taxes

Four Central Texas school districts have filed bond proposals that would increase property‑tax levies for local homeowners. The measures, which must be approved by voters, total more than $800 million and cover a range of projects from new classrooms to upgraded security systems.

Manor Independent School District

Manor ISD is asking residents to approve a $400 million bond package. The proposal allocates $237 million for facility expansion and consolidation, $140 million for facility and equipment upgrades, $10.5 million for security improvements and $8.5 million for technology purchases. The district says the average homeowner’s total school‑tax bill will not rise compared with the prior year, even though the tax rate would increase by 3.85 cents per $100 of taxable value.

Robinson Independent School District

Robinson ISD seeks $81.21 million in bonds primarily to replace its junior‑high school, which was built in 1969, and to fund additional improvements. The district estimates a tax‑rate impact of 14.47 cents per $100 of taxable property value, which translates to roughly $281.88 per year for a home valued at $334,836.

Georgetown Independent School District

Georgetown ISD’s proposed voter‑approval tax‑rate election (VATRE) would set a total tax rate of $1.1106 per $100 of taxable value, a net increase of six cents over the prior year. The maintenance and operations (M&O) rate would rise by nine cents, partially offset by a three‑cent reduction in the debt (I&S) rate. The district projects a 12.8 % increase in M&O tax collections, amounting to about $17.48 million compared with the previous year.

Leander Independent School District

Leander ISD is requesting an additional three cents on its M&O tax rate, which the district says would generate $6.7 million annually after state recapture. For a home with the district’s average taxable value of $460,292, the projected annual tax‑bill increase is $27.56.

Fiscal considerations

All four districts acknowledge that bonds create long‑term debt obligations that must be repaid with interest. While each district frames the proposals as necessary for maintaining safe, modern facilities, the added tax burden will be felt by families for decades. Critics argue that higher taxes and new borrowing should not become default solutions to budget shortfalls, and they call for disciplined spending and greater accountability.

Community response

Texans for Fiscal Responsibility, an independent nonprofit focused on taxpayer advocacy, has highlighted these proposals as examples of government overreach. The organization urges voters to scrutinize the cost‑benefit analysis of each bond measure and to consider alternatives that protect families from rising living costs.
