Oklahoma finalizes disaster recovery playbook to boost state response capacity

Oklahoma is putting the finishing touches on a comprehensive disaster recovery playbook designed to guide communities through the operational steps needed after a natural disaster. The effort mirrors Federal Emergency Management Agency (FEMA) Administrator Cameron Hamilton’s recent directive to reduce reliance on federal assistance and build stronger state capabilities.

State leaders hear FEMA’s priority at national conference

During the National Emergency Management Association conference earlier this month, FEMA officials highlighted reducing dependency on federal aid as a top priority. Oklahoma Emergency Manager Annie Mack Vest and other state emergency‑management directors attended the session, where Administrator Hamilton spoke directly to the audience of state directors.

“We attended the conference with Administrator Hamilton and heard him speak about this issue live to all the state directors, and really, what we think he was meaning by that is making sure we’re building up state capacity,” Vest said.

Playbook focuses on operational recovery, not just funding requests

The Oklahoma Resilient Recovery strategy, already in development for several years, forms the backbone of the new playbook. Rather than concentrating solely on how to request federal assistance, the guide outlines practical steps local officials can take immediately after a disaster to restore essential services, clear debris, and support residents.

“That doesn’t mean how they request federal support. It really means operationally, in practice, how they can begin that recovery,” Vest explained.

State resources complement federal aid

Vest emphasized that Oklahoma retains significant resources to address emergencies. The state’s rainy‑day fund, which was tapped after the 2013 Moore tornado, remains available with approval from the governor and legislature. In addition, local agencies have demonstrated their ability to act swiftly.

“It’s not that we don’t have money on hand. We also have a ton of other state resources. You saw in Enid, for example, the debris was actually cleared by the city of Enid, the Oklahoma Department of Transportation and the Turnpike Authority,” she said.

FEMA support continues alongside state efforts

Despite the push for greater state self‑reliance, FEMA has not withdrawn its assistance. The agency has already reached out to Oklahoma officials to offer support for an upcoming weekend of potential severe weather.

“They’ve already called us and offered support for the upcoming weekend when we know that there’s potentially some rain and severe weather coming in,” Vest noted.

Implementation timeline

The playbook is in its final stages of review. Some elements are slated for rollout by the end of the calendar year, with a full public release planned for the spring storm season. Officials hope the guide will provide clear, actionable instructions for city managers, county commissioners, and emergency‑response teams across the state.

By strengthening state and local capacity, Oklahoma aims to protect families, preserve critical infrastructure, and reduce the time communities spend waiting for federal assistance after disasters.
