Costco withdraws application for Hill Road store in Eagle, Idaho

Eagle city officials announced Monday that Costco has formally withdrawn its application to build a new warehouse store on Hill Road, a 27‑acre parcel located between Highway 55 and North Horseshoe Bend Road. The retailer notified the city on Oct. 16, and a spokesperson for Eagle confirmed the withdrawal in an email to local media.

Background on the proposed development

Costco first signaled interest in the Hill Road location in December 2025 and submitted a formal application in July 2026. The proposal called for a large‑scale retail facility that would have added significant employment opportunities to the area but also raised concerns among nearby residents.

Neighbors voiced worries about increased traffic, safety for pedestrians and cyclists, and the potential impact on the community’s quality of life. Those concerns were raised at several public meetings held by the Eagle planning department, where residents asked the city to consider alternative sites or additional mitigation measures.

City response and next steps

Laura Williams, the city’s spokesperson, said Eagle has not received any indication that Costco is pursuing a different location within the city or the surrounding region. “We have no information at this time regarding any alternative site the retailer may be considering,” Williams wrote.

The withdrawal comes after rumors circulated last month that Costco was reconsidering the Hill Road project. Earlier reporting by Idaho News 6’s Greenlee Clark in September suggested the application remained active, but the latest city communication confirms the plan is no longer moving forward.

Costco’s other local expansion

While the Hill Road site is now off the table, Costco is proceeding with a separate store opening on Meridian Road near the Kuna‑Meridian border. The retailer has scheduled a grand opening and ribbon‑cutting ceremony for Nov. 5, signaling continued investment in the region’s retail landscape.

City officials emphasized that the decision to withdraw does not affect the ongoing planning processes for other development projects in Eagle. The planning department will continue to review future proposals with an eye toward balancing economic growth with the community’s safety and livability priorities.

What this means for Eagle residents

For residents who opposed the Hill Road site, the withdrawal represents a victory for local input in land‑use decisions. For those who welcomed the potential jobs and tax revenue, the decision underscores the importance of finding development sites that address traffic and safety concerns while still supporting economic growth.

Stakeholders are encouraged to stay engaged with the city’s planning commission, which will continue to hold public meetings on upcoming projects. Community members can submit comments through the Eagle city website or attend the next scheduled planning session.
