State Grants $50M for Federal Boulevard Bus Rapid Transit in Denver

Denver will soon see a modern bus rapid transit (BRT) line along Federal Boulevard after the Colorado Department of Transportation (CDOT) approved a $50 million grant from its Non‑attainment Area Air Pollution Mitigation Enterprise (NAAPME). The funding covers the first two construction phases, which together will add 74 new stations equipped with glass windscreens, protective canopies, real‑time arrival displays, ticket vending machines, emergency call boxes and pedestrian lighting.

Funding and timeline

NAAPME, a CDOT‑run grant program aimed at improving air quality in areas that do not meet federal standards, will also provide $2.7 million each year for ongoing maintenance. “We are excited that the enterprise can make such a significant investment in cleaner travel options along one of the busiest corridors in the non‑attainment area,” said NAAPME board chair Kristin Stephens in a press release.

The first phase, budgeted at $19 million, is slated to begin construction in the fall of 2027. It will install 28 stations between 52nd Avenue, north of the Regis neighborhood, and Alameda Avenue near Barnum West. The second phase, costing $31 million, will start in the summer of 2028 and complete the remaining 46 stations, extending the line south to Englewood. If the schedule holds, BRT service is expected to launch in 2030.

Benefits for commuters and the environment

Proponents argue that BRT offers a cost‑effective alternative to rail, delivering speed, comfort and safety while requiring far less capital. The Federal Boulevard corridor is among the city’s busiest and most hazardous streets, and the BRT line will operate in shared lanes between 20th and 52nd avenues. Studies cited by project planners suggest the service could cut daily traffic on Federal Boulevard by about 7 percent, more than double ridership, and improve dozens of intersections for pedestrians, drivers and buses.

Cleaner travel aligns with Colorado’s broader air‑quality goals. By shifting commuters from single‑occupancy vehicles to high‑capacity buses, the project aims to reduce emissions that have kept the corridor in the federal non‑attainment designation.

Community response

While many transit advocates and residents without personal automobiles welcome the investment, some community members remain skeptical about whether projected ridership will justify the expense. Critics point to the $300 million total cost estimate for the full BRT system and question the long‑term financial sustainability.

Similar BRT projects in Denver, such as the ongoing work on Colfax Avenue, have faced controversy over lane reductions and temporary traffic disruptions. However, city data indicated that business turnover on Colfax did not exceed normal rates despite construction impacts.

Looking ahead

Federal Boulevard and Colorado Boulevard have been identified as the next major “stroads” – streets that function as both highways and local roads – to receive BRT upgrades. Unlike the Colfax project, which was overseen by Denver’s Department of Transportation and Infrastructure, the Federal and Colorado Boulevard initiatives will be managed by the state’s Department of Transportation, reflecting a coordinated statewide approach to modernizing transit.

As Denver continues to explore alternatives to costly rail expansions, the Federal Boulevard BRT line stands as a tangible step toward faster, greener public transportation that supports families, faith‑based communities, and individual liberty by offering more mobility choices.
