Brewers, Rays set up low‑payroll World Series clash for first time since 1991

When the Milwaukee Brewers swept the Los Angeles Dodgers Thursday night, they secured a historic World Series berth. For the first time since the 1991 championship, the National League champion will be one of the league’s lowest‑paying clubs, and the American League champion is likely to be another.

Low‑budget teams earn a spot on baseball’s biggest stage

Milwaukee’s payroll sits at $125.9 million, the 19th‑highest out of 30 clubs as of Aug. 31. Tampa Bay’s payroll is $90.5 million, ranking 25th, while the Cleveland Guardians sit at $75.5 million, 30th overall. By contrast, the Dodgers, New York Mets and New York Yankees each carry payrolls that exceed the combined total of the Brewers, Rays and Guardians.

If the Guardians win the American League pennant, the World Series will feature two clubs from the bottom half of MLB payrolls and the bottom half of designated‑market areas. Milwaukee is the league’s smallest market (30th), Tampa Bay ranks 15th, and Cleveland is 22nd.

Implications for the salary‑cap debate

The upcoming championship arrives amid a heated debate over whether Major League Baseball should adopt a salary cap. Owners have proposed a cap with a floor, a model players’ union says they will never accept. Commissioner Rob Manfred has warned that without a cap, the odds of lower‑budget teams reaching the playoffs remain slim.

“Our view is that over a very long period there’s a strong relationship between who gets into the playoffs and who proceeds, notwithstanding the exceptions we’ve got,” Manfred said at the All‑Star Game in July.

Players’ association head Bruce Meyer countered that owners have the resources to compete and that proposals should reward teams that actually succeed on the field.

Historical context

The last time both pennant winners were among the bottom 50 % of payrolls was when the Minnesota Twins (15th of 26) beat the Atlanta Braves (19th) in 1991. Since then, only a handful of World Series champions have come from low‑budget clubs: the 2002 Anaheim Angels, 2003 Florida Marlins and 2017 Houston Astros.

No small‑market team has won the World Series since the Kansas City Royals in 2015. If the Brewers or Rays capture the title, they would become the first small‑market champions in over a decade.

Potential lockout looming

The low‑budget World Series is scheduled to begin Oct. 23, six weeks before a likely management lockout that could threaten the 2027 season. Owners and players are expected to clash over the lack of a salary cap, with a lockout projected to start Dec. 2 if negotiations fail.

Despite the financial disparity, agents like Scott Boras note that talent and performance variables still play a major role in outcomes. “There’s no question that the probabilities of winning are increased with greater talent, but talent has many variables as to how it performs at times,” Boras said.

As the Brewers and Rays prepare for a historic World Series, the debate over competitive balance and financial fairness in baseball is likely to intensify, with fans across the nation watching to see whether low‑budget clubs can truly compete with the sport’s wealthiest franchises.
